DC visitor parking permits are useful, but they are also easy to misunderstand. A visitor permit can help with residential parking restrictions, but it does not erase every parking rule in DC and it does not solve ROSA issues for out-of-state vehicles.

Visitor Permit vs. ROSA

This is the big trap. A visitor permit and ROSA are different programs.

A visitor permit helps with visitor parking. ROSA is about out-of-state vehicles being parked or operated in DC public space long enough that DC may require registration or an exemption. DC DMV specifically warns that a visitor parking permit will not prevent a visitor from receiving a ROSA warning or ticket.
